You can ignore this message if you want. It is more like a disclaimer as certain lights could probably brake if you use them too fast.
But that calculation is indeed weird 
I have to ask the devs where that comes from.
i would just ignore however, I am getting no where near 5x per second speed and the lights arent able to keep up. they are barely able to keep up with 1/2 or a changed every .5
That is either a hardware limitation or your network is not able to control them fast enough. Lumia just forwards what you put into the lights API or controller.
